Let's Start 

Open an image 851 x 315 pixels Transparent

Choose 2 colors for your foreground and background plus one aditional for the medhi effect.

Inmediatly apply Filter medhi Wavy lab 1.1.

With this settings:

Duplicate. In the copy apply
Unlimited 2.0  Kiwi s Oelfilter Videowand with this settings:

 Apply

Unlimited 2.0  Kiwi s Oelfilter- Augenspiegel

with this settings:

Change blend mode to overlay

Apply  the filter mock with this settings:

Duplicate

Apply Effects simply Pizza slice mirror

Change blend mode to overlay

Apply VM extravaganza Transmission with this settings:

change opacity to 60%

Apply
Unlimited 2.0  Bkg Kaleidoscope- Persian with this settings:

Apply your mask

change blend mode to luminance

duplicate

merge down

Apply 

Unlimited 2.0  Paper Textures- structure 2

Default settings

 

Copy and paste your tube and position in the middle

Add elements of your choice.

Layers merge - merge visible

Now apply 

AAA - Frames Texture frame with this settings:

 

Repeat but this time change width to 4

Add your copyright and name

Open a new image 200 x 200
Go to your tag close off the tube, copy merged, paste, resize to 60%, adjust 
how you like, 

Do the same steps for border like the banner

Merge all crop

 

add copyright 

And it's done!
