Filters:

Medhi you can download  Here

AAA Filter -  Frames

Drop Shadow 2- 2 -35 -5

Let's Start 

Open an image 851 x 315 pixels Transparent

to this transparent raster

  Apply the filter medhi Wavi Lab 1.1 with this settings:

Image - mirror

Now apply 

Effects Medhi
 Local Equalization.

Apply Effect Medhi -weaver with this settings:

Apply Medhi- Effects Kaleidoscopie 2.1 with this settings:

Apply Effects - Medhi- Curves with this settings:

Effects edge - enhance

Copy and paste your tube and position in the right side.

Duplicate

Adjust blur Gaussian blur by 10

Change blend mode to overlay

Layer merge - merge visible

BORDER:

Apply Filter AAA Texture Frame with this settings:

Selections all - copy

Paste as a New Image

In the original image apply AAA-Filter Good vibrations with this settings:

Copy and paste your copy above the original

Resize this layer to 98%

Layer new raster layer

Fill with white

Selections all - selections modify contract by 1 delete selections none.

Merge all

Add your copyright and name.

Open a new image 200 x 200
Go to your tag close off the tube, copy merged, paste, resize to 60%, adjust 
how you like, 

Do the same steps for border like the banner

Merge all crop

 

add copyright 

And it's done!
